Update: General Assistance (GA) Eliminated Again

In the state budget just passed for 2019-20, GA was eliminated again by the PA Legislature (narrowly) and signed by Governor Wolf (Act 12 of 2019). There was intense debate on this in PA Senate which including a shouting match. While Governor Wolf signed the bill, he referred to it as a ‘Hobson’s Choice’ due to funding for Pennsylvania hospitals which was included in the same bill. It is possible that this issue gets re-litigated (goes back to court), as GA was restored in 2018 (through PA Courts), several years later after Governor Corbett and PA Legislature eliminated it in 2012. Some PA Legislators are still interested in fighting to restore the program. See PA DHS recent GA guidance.
