The County of Bucks Department of Housing and Community Development (HCD) is now accepting applications for funding opportunities under HUD’s 2025 Community Development Block Grant (CDBG) program. HCD anticipates receiving approximately $1,680,000 in CDBG funding this year to be awarded for public improvements, public services, housing, and economic development activities within the County. The County is seeking grant submissions from public service providers, community-based organizations, public or private nonprofit entities, qualified microenterprises, and local government agencies and authorities that offer services and/or benefits to low- and moderate-income Bucks County residents.
Interested parties are encouraged to apply by submitting their project applications on or before the deadline of February 5th, 2025. All proposed projects must support CDBG-eligible activities and should align with the County’s 2020-2024 Consolidated Plan. Funding decisions are based upon available funding, priority need, eligibility, and expected project beneficiaries.
Key Dates to Remember:
- Applications are released Wednesday, November 6th, 2025
- Optional Online CDBG Application Information Session will be held on Wednesday, November 20th, 2025 (time: to be announced)
- All applications must be received via e-mail by 4:00 P.M. on Wednesday, February 5th, 2025
Application Process
- Application documents can be downloaded from https://www.buckscounty.gov/513/Funding-Sources-Past-Applications.
- Review the CDBG Applications Instructions Packet in detail.
- Complete the required core application and “Project Budget and Project Timeline” excel document. For projects that fall under specific categories (e.g., public services, public facilities/housing, or economic development), you must also fill out and submit the appropriate supplemental application.
Note: Each entity applying for CDBG funding in 2025 only needs to complete one core application. If you are applying for more than one project proposal, you only need to submit an additional supplemental application for each additional project proposal.
- Please e-mail completed applications and supplemental documentation on or before February 5th, 2025, to hcd@buckscounty.org with the subject line “2025 CDBG Application”.
Supplemental Application Types:
- Public Service: A program or project seeking funds to pay for labor, supplies, and material to operate. This includes but is not limited to Employment and job development services, Health services, Senior citizen services, Homeless services, etc.
- Public Facility/Housing: A project seeking funds for acquisition, construction, reconstruction, rehabilitation, demolition, removal of architectural barriers to accessibility, or installation of accessible improvements.
- Economic Development: A project seeking funds to create or retain permanent jobs.
Please ensure all project budgets have projected figures that are accurate and current within the last 30 days prior to application submission. Engineering, architectural, and project management costs will be considered a match and are not eligible for CDBG reimbursement.
