“We want to inform you about recent Social Security Administration (SSA) changes that may impact the disability community in Pennsylvania:
SSA Resumes Debt Collections:
- SSA recently announced the resumption of debt collection activities through the Treasury Offset Program (TOP), previously suspended since March 2020 due to the COVID-19 pandemic. The notice can be found here.
- TOP collects overdue debts owed to federal and state agencies by intercepting federal payments, including Social Security benefits and tax refunds.
- This change may significantly affect SSDI and SSI recipients with unresolved debts accrued prior to March 2020, often due to overpayments or benefit calculation adjustments.
New ID Proofing Requirements:
- SSA is implementing a new in-person identity verification process required for benefit claims, which may disproportionately impact individuals in the disability community facing internet access and mobility barriers.
Office Closures & Reduced Staff:
- SSA has reduced staffing levels by 12% (approximately 7,000 employees) and closed numerous field and regional offices.
- Reduced availability of local offices means longer travel distances, creating further barriers and potential delays in benefit processing.
We recognize these changes may cause stress and uncertainty. We strongly encourage beneficiaries to proactively review their SSA accounts, verify debts, and contact SSA directly to address potential concerns or errors.
Your voice is essential. Please reach out to your local legislators and ask that they advocate for protecting SSA’s mission to provide fair, accessible, and timely services. You may also contact DRP’s Intake system (through our telephone Helpline or online form) if you would like to speak with someone about these changes and options you may have to address your concerns. “
